Bio:

Phil, with Carl, was an FBI agent in 1969 who recruited Canton Everett Delaware III on behalf of President Richard Nixon. He later escorted Amy Pond to the toilets in the White House. Amy told Phil that she needed to tell something to the Eleventh Doctor, then forgot what she intended to say. This and Amy's mobile phone confused Phil. (TV: The Impossible Astronaut)
